略论新制度主义视角下网络规则的生成和演变

The Generation and Evolution of Network Rules from the Perspective of New Institutionalism

网络秩序的建构是当今信息社会最有时代意义的话题。作为现实与虚拟相结合的复杂巨系统,网络社会秩序的生成和突出表现是构建相应的规则体系。与现实社会的规则不同,网络社会中的规则有其自身独特的生成和演变机理。根据新制度主义理论视角,网络社会中的规则通过问题解决、政治过程、组织扩散和经验性学习而适应环境,其生成和演变不仅仅是理性行动者适应外部环境而设计的产物,也是制度变迁的产物。

Construction of network order is a significant issue in today＇s information society.As a complex giant system which is combination of reality and virtual,the generation and performance of social network order is to establish a corresponding rule system.Unlike rules in real society,the rules in the network society have their own generational and evolutional mechanism.According to new institutionalism theory,the rules in the network society adapt to the environment through problem solving,the political process,organization diffusion and empirical study.Their generation and evolution is not only the product of rational agents accomodating to the environment,but also the result of system changes.
