劳动力流动、人力资本积累与地区经济增长差距研究综述

Research Review on Labor Migration,Human Capital Accumulation and Regional Disparity of Economic Growth

劳动力流动、人力资本积累和地区经济增长差距之间的相互关系一直都是学术界关注的焦点问题之一。梳理相关研究发现:人力资本积累促进劳动力流动和经济发展;劳动力流动有利于流入地人力资本积累和经济发展;而对于流出地而言,只有在居民具备人力资本投资的自主意识,或劳动技能和收益大规模回流的前提下,劳动力流动才能促进人力资本积累和缩小与流入地间的经济差距。因此,为确保城乡发展对人力资本积累的共同需要,需要激发农村居民人力资本投资的自主意识,加强专用性人力资本投资,引导劳动力的适度流动和回流。今后,学术界还应根据以人为本及主客体均衡发展的要求,以生产与生活能力的提升为目的,进一步探讨劳动力流动和人力资本积累的思路、模式和对策。

The relationship between labor migration,human capital accumulation and regional disparity of economic growth has always been one of the hot issues in the academic community. Relevant studies find that： the human capital accumulation promotes labor mobility and economic development; the labor migration is conducive to the flow of human capital accumulation and economic development; for the outflow,only under the premise of which residents have human capital investment consciousness or labor skills and income return in large scale,labor mobility promotes human capital accumulation and reduces the economic gap with the inflow. Therefore,in order to ensure the common needs of urban and rural development on human capital accumulation,need to stimulate the rural resident autonomy consciousness of human capital investment,strengthen the specific human capital investment and guide the appropriate flow and the backflow of labor force. In the future,the academic circles should also be based on the people-oriented demand of subject and object balanced development,promote production and life ability as a goal,to further explore the ideas,modes and countermeasures of labor migration and human capital accumulation.
