社区作为城市管理的基本构成单元,在维护社会稳定、推进基层民主、构建和谐社会等方面具有举足轻重的作用。当前,社区建设与管理在全国范围内稳步推进,成效明显,但在社区行政化、社区归属感、社会组织培育等方面仍存在着缺陷和不足,需要从明确政府与社区的职能定位、增强社区参与意识、激发社区社会组织活力、完善社区服务功能等方面进一步改进和完善。

A community,as a basic unit of city management,plays a decisive role on maintaining social stability,promoting grassroots democracy and building a harmonious society. At present,the community construction and management steadily pushes ahead,the effectiveness is obvious,but there are still shortcomings in the aspect of community administration,community sense of belonging and social organizations cultivation,which need further improve and perfect from identifying the function orientation of the government and the community,increasing community participation consciousness,arousing the vitality of community social organizations and improving the function of community service etc.
