农村残疾人生活状况调查——以河南省部分贫困地区为例

Surveys on the Living Conditions of the Rural Disabled——Take Some Poverty-stricken Areas in Henan Province for an Example

通过实际调研发现,偏远、贫困地区残疾人受生活环境和自身条件的双重限制,在日常生活的各个方面面临严峻的困难,如何提供相应的服务、改善他们的生存状况成为迫切的现实问题。应当在尽快完善现有制度的基础上,政策取向由当前的保障型向福利型转变,使农村残疾人充分享有各项惠农政策和社会保障政策,政府在承担主体责任、增强转移支付的基础上,要鼓励社会资本积极参与农村残疾人福利体系建设。

Based on field investigation, people with disabilities in remote and poverty-stricken areas are faced with many challenges in daily life, due to geographical location and their own conditions. It has become an urged task to offer them proper services and improve their living conditions. Therefore, more efforts should be made to improve existing system, transfer service mode from security to welfare, in order to ensure the rural disabled people fully enjoy all kinds of benefiting policies and social securities. Government should take major responsibility and enhance transfer payment, as well as encourage social capital to actively participate in the rural disabled welfare system.
