我国转变经济发展方式的问题及对策——基于企业治理的视角

Problems and Countermeasures of Transformation of Economic Development Pattern in China——Based on the Perspective of Corporate Governance

经济发展方式的转变有其内在基本规律和演变路径。企业作为最重要的微观经济主体,其自身的治理效果直接决定了一国经济发展方式能否顺利转变。然而在理论界,对转变经济发展方式理论与企业治理理论这两方面的研究却存在着脱节的现象。本文从企业治理的新视角来研究我国转变经济发展方式问题,探讨二者之间的内在逻辑和作用机理。本文指出,转变经济发展方式的关键在于对国有企业进行科学的治理,这就要求改变其传统的"单一利润最大化"的治理目标,重塑治理主体并矫正其治理行为以消除"治理异化"现象,促使其内生出以自主性创新驱动经济发展方式转变的动力机制。

The transition of economic development patterns has its inherent basic laws and evolution path. Enterprises asthe most important micro economic subject,its own governance effect directly determines whether the pattern of economicdevelopment in this country can be smoothly transformed. However,there exists a phenomenon that the theory of transfor-mation pattern of economic development separates from corporate governance theory. This paper tends to study the transfor-mation pattern of economic development in our country from a new perspective of corporate governance,exploring the innerlogic and function mechanism between them. It also points out that the scientific governance in corporate is the key to trans-form the pattern of economic development,which requires a change in taking profit maximization as a single goal of tradi-tional governance of enterprises and reshaping the governance body to correct their governance behavior in order to eliminatethe alienation phenomenon of governance,bringing forth the dynamic mechanism of independent innovation,and thus pro-moting smooth transition of our country＇s economic development pattern.
