铁路技术规章管理工作必须适应技术装备水平发展和生产力组织方式变革的要求。通过综合分析国内外铁路技术规章管理,针对我国铁路技术规章管理在实行逐级分类管理体系、实行科学规范管理制度、实行扎实有效日常管理等方面的现状特征,提出不断完善铁路技术规章管理工作的策略,即发挥试验验证的技术支撑作用、构建科学完备的技术规章体系、强化技术规章的统筹协调发展、推进技术规章的规范管理工作,为推动我国铁路事业快速良好发展提供可靠的制度保障。

The works of railway technical rules management must satisfy the development of technical equipment level and the requirement of productivity organization mode reform. Through comprehensively analyzing railway technical rules management in China and foreign countries, targeting with the status characteristics of railway technical rules management in China on aspects of implementing management system of hierarchical classification, implementing scientific standardization management system and implementing steady and effective daily management, this paper puts forward countermeasures of continuously improving the works of railway technical rules management, such as exerting the technical support role of test and validation, establishing scientific and completed technical rules system, strengthening the integrative and coordinative development of technical rules and promoting standard management works of technical rules, so as to provide reliable system guarantee for promoting fast and smooth development of railway industry in China.
