自2004年《农机化促进法》出台和2005年实施农机购置补贴政策以来,习水县农机进入较快速发展时期,农机化水平和覆盖率明显提高,但由于山地、经济条件,机耕道缺乏等条件的制约,习水县农机化的发展依然较慢,跟不上时代发展的步伐。根据实际做好农机化发展规划,争取国家投入扶持,加强机耕道建设,引导农民成立农机专业合作组织,调整农机购置补贴重点向农机专业合作社和农机大户倾斜,把购机补贴与作业量挂钩应是习水山区农机化发展的有效途径。
