电子政务推进政府治理现代化发展思考

On the Development of E-government to Promote the Modernization of Government Governance

在近些年我国政府针对我国国情开始提出电子政府的建设,其目的就是建设一个服务型政府,从根本上改变传统行政手段。这一电子政府的建设不仅代表着我国政府行政能力的提高,也是提升政府职责的重要手段,在不断推广过程中许多地区已经深受其影响。那么本文中就以山西省的电子政务建设为例,研究什么是电子政府的真正内涵,这也是当今山西省最为关注的话题,在这个服务型政府建设过程中会对我国政府治理现代化发展产生哪些影响,这些在本文中都会详细介绍。

In recent years,our government has proposed the idea of construction of E-government according to the condition of our country,the purpose of which is to build a service-oriented government,to alter the traditional administrative means fundamentally. The construction of E-government not only represents the improvement of the administrative capacities of China＇ s government,and is also an important means to enhance the responsibility of the government. What＇s more,in the extending process of the E-government,many areas have been influenced by it deeply. This paper takes the construction of the electronic government of Shanxi province as an example,studies what is the real connotation of E-government,which is also the topic of most concern in Shanxi province now.The impacts on the modernization development of China＇ s government governance in the process of the construction of a service-oriented government are also presented in detail in this paper.
