福建省三明市公立医院改革阶段性评价与分析

Evaluation and analysis for the reform stages of public hospitals of Sanming city

梳理了福建省三明市22家公立医院改革的基本情况，统计了医院业务收入、医务人员收入、药占比以及居民医疗费用等数据，认为改革取得了阶段性成效。建议要进一步深入推进改革，加快三明市区域卫生规划，调整资源，构建合理的医疗卫生服务体系；全面落实常用低价药品的供应保障政策，积极寻求稳定的补偿机制；探索建立现代医院管理制度，加强医院内涵建设；逐步理顺控费目标与医院医疗服务能力提升的关系，回归公立医院公益性。

The paper studied the reform basics of 22 public hospitals in Sarmaing city, including their business income, income of medical staff, drug cost proportion, and residents＇ medical costs, regarding the reform as successful hy the stage. Recommendations in the paper include further reform, regional healthcare planning of the city, and resources restructuring, in order to build a rational healthcare system; provision guarantee policy of common inexpensive drugs, and search for stable compensation mechanism; search for building contemporary hospital management system with inner capacity building; streamlining of the relationship between cost control and hospital medical service capacity, to restore the public welfare nature of public hospitals.
