建设知识产权智库的思考

Reflection on the Construction of Intellectual Property Think-tank

党的十八届三中全会提出:"加强中国特色新型智库建设,建立健全决策咨询制度"。当前,我国正处在全面深化改革开放,深入实施创新驱动发展战略,加快经济发展方式转变,建设知识产权强国的关键时期,知识产权事业面临着前所未有的机遇与挑战,急需开创性的思想引领、专业的理论创新、实用的政策建议和前瞻的战略规划作支撑,因此,建设和发展知识产权智库就显得尤为重要。从宏观角度和政策层面创造有利于知识产权智库成长的条件和环境,推动各级各类知识产权智库实现跨越发展,建设知识产权的思想力量。

The Third Plenary Session of the 18th Central Committee of the Communist Party of China indicates ＂Enhance the construction of new types of think tanks with Chinese characteristics. Promote a consultative policy system.＂ Currently, China is in a significant period of not only comprehensively deepening reform, deepening the implementation of innovation-driven development strategy, but also accelerating the change of economic development mode and constructing the powerful IP country, therefore, the challenges and opportunities of China intellectual property career have reached unprecedented breadth and depth. Herein, the uniquely visionary illumination, professionally theoretical innovation, practically political suggestion and prospectively strategic planning are in urgent need, which makes it important to construct and develop intellectual property think-tank. In this essay, conditions and environment building which benefits the think-tank growth will be discussed from macro and policy perspective, for the sake of the leapfrog development of various think-tanks at all levels and the enhancement of intellectual oower ofthoueght.
