国有文艺院团扶持政策的改革取向

The Reform Orientation the Supporting Policy of State-owned Performing Art Institutions

国有文艺院团转制的过程中,为有效改革其中的路径依赖问题以及艺术行业的反市场特性,政府文化部门出台了大量扶持政策,弥补艺术产品供给不足的问题。总的来说,扶持政策可以分为两种类型,即刺激供给型院团扶持政策和刺激需求型院团扶持政策。经研究,供给型院团扶持政策与院团改革的路径相矛盾,限制了院团体制、机制、观念和行为的市场化转变。相反,需求型院团扶持政策顺应当前我国院团改革的路径,有利于促进国有文艺院团的市场化进程。基于此,我国应该改变当前艺术院团扶持政策类型,减少供给型院团扶持政策,增加需求型院团扶持政策以促进院团体制改革,满足人们的艺术消费的需求。

With Chinese reform and opening-up and the development of market economy, the existing management systems and models of state-owned performing arts institutions have been outdated. Since the 16 th congress of the communist party of China, China central government has put forward several policies to encourage the state-owned performing arts institutions to reform the old system and reconstitute their governance structure. Those policies can be classified into two types, i.e. supply-oriented policy and demand-oriented policy. Studies have shown that the supply-oriented policy has blocked the marketization progress of state-owned performing arts institutions. On the contrary, demand-oriented policy is conductive to the marketization of arts performing institutions.
