Implementation Effect Difference of Social Security

利用调查数据从制度特征和村庄层面对不同社会保障项目执行效果进行分析,结果呈现:不同社会保障项目由于在"再分配功能强弱、兑现期长短、缴费多少"三个方面存在明显差异,导致同一地方相同的政策执行环境对不同的社会保障制度产生不同的影响,进而导致不同项目在同一地方的实施效果出现较大差异。因而应该针对不同社会保障项目制定不同执行方案,并考虑政策组合,以更好地实现社会保障的政策目标。

In this paper, we use survey data to analyze the implementation effect difference of different social security from the village level factors and institutional characteristics, concluded that： Due to the different social security programs in the ＂redistribution strength, what time to deliver, how much to pay, ＂ there are obvious differences in three aspects, leading to the same place. The same policy execution environment have different impacts on different social security system, which led to a larger difference between different projects implementation effect the same place. Therefore, we should make different implementation policies for different social security programs. At the same time, we should consider the combination of policy in order to better achieve the social security policy objectives.
