党的群众工作制度化探析

群众路线是中国共产党的制度性要求,坚持和贯彻群众路线,必须依靠制度建设来加以保证。改革开放以来,党高度重视群众工作中的制度机制建设问题,深刻认识到建立健全群众工作制度是对党的群众工作长期实践的总结,是正确处理人民内部矛盾的根本保证。我们应该在建立健全密切联系群众制度、维护群众权益机制、正确处理人民内部矛盾机制、信访工作制度等方面进行积极探索。群众工作制度的成效取决于制度的执行力。提高群众工作制度执行力是一个复杂的系统工程,既要有针对性地解决具体问题,更要透过问题抓根本抓关键。

The mass line is the institutional requirements of CPC,and sticking to and implementation of mass line must depend on the system construction.Since the reform and opening-up policy,the Party has attached great importance to the system mechanism construction problems in mass work,deeply understood that establishing and perfecting the system of mass work mechanism is a summary of long-term practice of the party＇s mass work and is the fundamental guarantee of correctly dealing with contradictions among the people.We should explore actively among establishing and perfecting the system of close ties with the masses,maintaining the rights and interests mechanism for the masses,the mechanism of correctly dealing with contradictions among the people,system of petition visits,etc.The effect of mass work system depends on execution of the system.Improving the execution of mass work system is a complex systematic project,not only solving specific problems,but also seizing the fundamental key elements through the problems.
