防卫与控制技能是警察用来自我保护和制服、抓捕、控制犯罪嫌疑人的一种专门技能,是警察有效制服暴力犯罪的一种强有力手段。在暴力犯罪严峻的社会转型时期,防卫与控制技能越发凸显出重要性,对于更好打击和控制犯罪,减少警察执法伤亡有着重要意义。一套适合警察实际情况和切合警察工作需要的简单易行又科学合理的训练手段和方法,是新形势、新任务和新特点下警务工作的需要,也是对警察体育教育提出的一个总要求。

Defense and control skill is a kind of specialized skill used by police tor serf - protection, ovem- ding, arresting and controlling criminal suspects and a kind of powerful method for police to bring violent crimes under control. During transformation period of society with still severe violent crime, defense and control skill increasingly highlights its importance and has important significance for better striking and con- trolling crimes and decreasing injuries and deaths of police during law enforcement process. Therefore, ex- ploring a set of simple, practical, scientific and reasonable training method and means that is suitable for actual situation and job demand of police is the requirement of police work under new circumstances, new task and new features and also a general requirement for police physical education.
