基于行政组织伦理的杭州“限牌令”分析

摘要 杭州"限牌令"自出台以来便引起社会广泛的关注与讨论。作为政府组织进行公共治理的一项调控政策,杭州"限牌令"虽然是以治污、治堵作为出发点,但是在具体颁布执行过程中却也反映出我国行政组织在程序公正、民主责任、组织信任和制度激励等伦理建设方面存在诸多问题。文章从行政组织伦理的角度对杭州"限牌令"的得与失进行分析,并针对其目前存在的组织伦理困境提出政策建议,以期对我国行政组织伦理建设提供一定的经验借鉴,从而促进我国行政组织的伦理道德建设。 It has caused widespread concern and discussion since Hangzhou "Restricted Card" was published. As a regulated policy of the government, Hangzhou "restricted card" considered the control of pollution and congestion as the starting point. But in the implementation, it also reflected many problems about Chinese administrative organization ethics in the aspect of procedural justice, democratic accountability, organizational trust and incentive system. This article analyzed the gain and loss of Hangzhou "Restricted Card" from the perspective of administrative organization ethics, and put forward policy suggestions on the present dilemma of Chinese administrative organization ethics in order to provide experience for Chinese administrative organization ethics construction and realize the moral construction of administrative organization ethics in China.
