标准化法修改背景下强制性地方标准改革路径研究

Research on Reform Methodologies of Compulsory Provincial Standards in the Context of Revision of Standardization Law

本文结合目前进入攻坚阶段的标准化法修改工作,针对当前强制性地方标准发展现状和实践过程中存在的弊端,从实现标准化工作改革目标出发,提出了强制性地方标准管理的改革路径,包括强制性地方标准清理整顿的要点、标准化法修改中涉及强制性地方标准的制度设计,以及强制性地方标准管理体制创新的方向等。

Standards have been extensively concerned in the whole world as the crucial kit to guide specitlcatiom, guarantee quality and improve efficiency. The compulsory standards, treated as technical regulations, have made significant effect on public security, environment protection and resource conservation while giving consideration to regional properties. But the circumstances like inappropriate expansion of the standard scope and overlapping of the standard system have apparently affected the execution and performance of compulsory provincial standards. Based on the revision of the Standardization Law, the reform methodologies of compulsory provincial standards are raised in this paper in order to fidfill the expectation of the reform and eliminate the drawbacks in practice and development of the standards, which include check-up and consolidation, system design during the revision of the standardization law, and the managing mechanism innovation.
