西部边境民族地区群体性事件应对中群众工作探析

An Analysison the Mass Work of Group Eventsin Border Minority Areasof Western China

西部边境民族地区群体性事件发生后,需要公安机关及时疏导和教育群众,做好群众的解释工作,避免事态恶化、升级,期间的群众工作担负任务艰巨,涉及内容复杂,产生影响广泛,后续时间较长,但是部分干警在应对群体性事件时,不太善于做群众工作,表现出危机意识不强、缺乏与媒体的合作交流、工作方法不适应时代要求等问题。究其原因在于思想认识不够深刻、工作作风不够扎实和群众基础不够牢固。为此,要在把握西部边境民族地区群体性事件中群众工作特点规律的基础上,提高思想认识,强化服务理念,创新工作方法,增强实践本领,用好群众工作的传家宝。

After the group events, public security organs should persuade and educate the masses,explaining exactly to avoid the deterioration and upgrading of situation. The mass work is challenging and complex, and its results are serious and durable. However, some officials are not good at implementing the mass work, for example, they can not fully recognize the crisis, they cannot communicate with the press well, they cannot fit their methodology to the requirement of times. The reasons of above problems are these officials cannot fully recognize the importance of the mass work, they cannot match their ability to the requirement of the mass work and they haven’t built a solid foundation to process the mass work. Thus, officials of public security organs should fully understand the characters and orders of the group events happened in border minority areas of Western China, improving the recognition and practice the methodology of the mass work.
