摘要
实现医保对流动人口的全覆盖,是"全民医保"的关键所在。本文利用大城市流动人口的调查数据,分析了正规就业流动人口参加城镇职工基本医疗保险的情况,发现未参加保的主要是年龄大、学历低、频繁跳槽、本企业工龄短的农民工,即最难以被传统的参保扩面工作惠及的群体。为此,应加强对劳动合同的管理,促使企业转变思路,并加强对频繁跳槽流动劳动力的引导,以更好地保障其参保权益。
To achieve universal coverage of basic health insurance for every citizen in China, it is pivotal to make sure that migrant workers are covered effectively. Based on the survey data collected in large metropolis, this article analyzes the extents to which migrant workers who are formally employed, covered by the health insurance for urban employees. We find out that those who are older but with limited education and unstable work history tend to be out of the coverage. Therefore, in order to extend the coverage of the basic health insurance to migrant workers, great efforts should be made to regulate the labor contracts between employers and employees, to shift employers’ thinking about buying insurance for migrant workers, and to guide the unstable workers to take a job so that they can benefit more from social insurance.
