付费方式改革是深化卫生体制改革的重点内容,张家界市于2012年7月正式实施总额预算控费办法。本文从近三年付费制度改革采取的措施、取得的成效、面临的困难等方面,进行系统回顾,并就完善支付制度提出建议。

Payment methods reform is the key content to deepen the reform of health system. In July 2012, the total budget control has been initiated in Zhangjiajie. This article reviewed the measures of payment system ref orm, the achievements, the difficulties occurring after its initiation, and put forward suggestions for improving the payment system.
