摘要
李克强总理在《2015年政府工作报告》时指出,"在全国基本实现高速公路电子不停车收费(ETC)联网,使交通真正成为发展的‘先行官’",将高速公路推广应用ETC推向历史的最高点。通过阐述全国ETC联网的背景,分析加快ETC推广面临的主要问题,提出对策与出路,展望ETC的发展是交通运输部倡导综合交通、智慧交通、绿色交通、平安交通的"四个交通"最有效载体。
Prime minister Keqiang Li has stated in ＂ Government Work Report 2015 ＂ that nationwide expressway Electric Toll Collection network has been established basically which made transportation a real ＂Pioneer＂ for development and pushed the application of ETC in expressway into its climax. By introducing the background of ETC network,the issues of accelerating ETC promotion has been analyzed and proposals of countermeasures and methods have been made. The expectation of ETC development is the most effective supporter of ＂ Four Transportations＂,i. e.,Integrated Transportation,Intelligent Transportation,Green Transportation,Safe Transportation that proposed by Ministry of Transportation.
