我国高校校级重点学科建设管理体制探析

On the Management of University-level Discipline Construction in China

校级重点学科建设是我国重点学科建设体系的有机组成部分,现行管理体制有四种,分别为:校、院、学科三级管理;校、院二级管理;校、学科二级管理,以及校、学科群、学科三级管理体制。每种体制都遵循统一领导、分级管理的原则,且普遍重视管理组织体系的建设,各级管理的职权也比较明晰,而校际之间各级管理的权限差别主要体现在人事权与财务权上。此外,以学术委员会为代表的学术权力在很多学校的校级重点学科建设管理中没有得到有力的体现。

The key university-level discipline construction, an organic part of disciplines construction system in China involves four types of management mechanisms： university-college-discipline-level, university-college-level, university-discipline-level, and university-discipline group-discipline-level management. All the levels of management follows the unified leadership and classified management principles with emphasis on the construction of management organizations, well-specified functions and powers, as well as the differences embodied in the management of personnel and financial authority. Additionally, academic committees＇ authority are not well represented in the discipline construction management.
