摘要
提出矿产资源宏观调控政策微观化的概念,分析矿产资源调控政策微观化的必要性,提出不同矿种、不同成矿区和不同开发阶段矿产资源开发宏观调控政策微观化的思路。在矿种调控上,可根据不同种类矿产资源的禀赋条件和供求状况,对紧缺矿产、稀缺矿产和优势矿产分别实施差别化的调控政策;在矿区调控上,应区分重点开发区、优化开发区、限制开发区和禁止开发区,分别采取差别化的调控政策;在开发阶段调控上,应区分找矿阶段和采矿阶段,分别采取差异化的调控政策。
This paper presents the concept of microscopic analysis on macroscopic control policies of mineral resources, analyzes its necessity and details its approaches for different minerals, mineralization districts and mining stages. Control policies shall vary. with commodities, resources, supply and demand, also with minerals in short, in rarity, and in rich. Controls on mining districts shall be differentiating key development zone, optimized zone, restrict zone and forbidden zone. Controls on development stages shall vary with exploration and mining.
