从“政治上同意”到“经济上同意”——论政府学前教育成本分担的意识觉醒与意愿践行

From“Politically Agreeing”to“Economically Agreeing”:On Government’s Consciousness Awakening and Willingness to Share Preschool Education Cost

【摘要】政府是学前教育成本分担的主体之一。对于学前教育的成本分担，“政治上同意”意味着政府分担意识的觉醒，“经济上同意”意味着政府分担意愿的践行。以政府意识觉醒为思想基础，以政府意愿践行为具体表现，这是学前教育事业健康发展的必由之路。政府学前教育成本分担意识的觉醒与践行，即学前教育成本分担与运行保障机制的建立与不断完善，还需要建立行动上的问责机制作保障，以切实发挥政府的学前教育领导力，促进学前教育事业健康发展。

Government is one of the main body of preschool education cost sharing. ＂Politically agreeing＂ indicates the con- sciousness of sharing awakening of government while ＂economically agreeing＂ shows government＇s willingness to share this cost, which is the only way of healthy development of preschool education. Government＇s consciousness awakening and prac- tice of preschool education cost sharing also indicate the importance of building a system of＇accountability to show govern- ment＇s strong leadership in preschool education so as to promote the development of preschool education.
