“新德国问题”探索

The New German Problem

德国统一的老问题解决以后 ,“新德国问题”又产生了 :统一的德国会改变迄今奉行的外交政策 ,重新威胁欧洲乃至世界的和平、安全与稳定吗 ?本文集中分析了“后冷战时期”“新德国问题”的主要表现 ,即德国一改过去近半个世纪奉行的非军事化外交政策的常规作法和原来基于特殊地位而形成的克制态度 ,认为这种变化并不意味着统一的德国将重新奉行军事大国实力政策 ,而是为了适应国际局势演变作出的政策调整 ,并未改变德国原有外交政策的性质和目标。 194 9年以后德国外交政策的实质目标是争取国际平等地位的实现 ,应从这一角度来看待“后冷战时期”的“新德国问题”。

Following the removal of the “old German Problem' national unification, the “n ew German Problem' emerged. Will Germany, after the unification, change its fore ign policy that it has pursued so far? Will Germany again constitute a threat to peace, security and stability in Europe and the whole world? The paper analyses the main aspects of German Problem in the post cold war and suggests that, Germ any is altering its traditional demilitarized foreign policy, which has been fol lowed for half a century. The author argued that firstly, the change does not ne cessarily imply that a unified Germany would go back to a jingoist policy; secon dly, the change is in fact a policy transformation corresponding to the developm ent of international politics. The paper holds that Germany foreign policy has m aintained its original characteristics and objectives.
