摘要
自由贸易园区是推进区域内贸易投资自由化的重要机制安排和体制创新。本文运用SWOT分析法对大连构建自由贸易园区的内部条件和外部环境进行综合分析,分析大连具有的优势、劣势、机会和威胁,并提出从探索贸易和投资的自由化、便利化,探索金融开放与改革,积极推进贸易方式转变,加快政府职能转变,大力发展服务业,做好国际贸易与投资人才储备的对策,积极为自由贸易园区的设立奠定基础。
Free trade zone is one of the important mechanical arrangement and the innovation of system which pushes the liberalization of trade and investment in the region. Based on SWOT analysis,this article analyzes internal conditions and the external environments of establishing free trade zone in Dalian,reveals strength,weakness,opportunity and threat of Dalian,and proposes to explore freedom and facilitation of investment and trade,explores financial reform,pushes the transform of trade mode,expedites the shift of government function,promotes the service industry,reserves talented persons for the establishment of Dalian Free Trade Zone.
