社会保险制度对行业收入差距的调节效应研究

The Study on the Correlation Effect of the Social Insurance System on the Inter- industry Income Gap

本文使用1989-2012年的时间序列数据,通过误差修正模型(ECM),分析全国社会保险水平与行业收入差距的动态关系,发现二者存在长期协整关系。行业收入差距关于社会保险水平的短期弹性并不显著,ECM对行业收入差距偏离长期均衡的调整力度处于中等水平。本文的政策含义是,社会保险制度没有行业收入再分配的作用,这与社会保险制度的设计有关,调节行业收入差距需要从分配制度改革入手。

This paper uses the time series data of 1989- 2012,estimates the ECM model for inter- industry income inequality and social insurance level,find the existence of long- term cointegration relationship between them. The short- term elasticity of the income gap on the social insurance level not significant,it means the adjustment ability of ECM on the deviation of Inter- industry income gap from long- run equilibrium is in the medium level. The policy implication of this paper is that the social insurance system cannot play the role of income redistribution because of the design of social insurance system,only through the reform of social insurance system can achieve the redistribution effect.
