摘要
采用BOT模式建设垃圾焚烧发电厂是公用事业设施市场化的必然趋势。然而,垃圾焚烧发电BOT项目投资高、风险复杂,一旦失败将会给项目公司、当地居民、地方政府产生很大的影响。因此,如何做好垃圾焚烧发电BOT项目的风险管理,保障垃圾焚烧发电项目的成功建设运营,是垃圾焚烧发电BOT项目的核心问题。本文在识别垃圾焚烧发电BOT项目系统风险、非系统风险的基础上,阐述了不同类别风险的风险管理途径与方法。
Garbage incineration power plant construction under BOT terms is the trend of public utilities- marketization. However, if failed owing to its high investment and unpredicted risks, it would be a huge disaster to the company, local residents and local government. Therefore, how to perform risk manage- ment is the key problem to be solved in the project. Based on identification of system risks and non-sys- tem risks, the paper expounds the methods of risk management for different types of risks.
