对我国土地流转信托的调查与思考

农村土地资源的最佳利用,是促进我国农业现代化、城镇化进程的根本。近年来,在地方政府的支持推动下,土地流转信托顺势兴起。在信托公司的参与下,土地流转趋于规范化,土地规模效益上升,农民收入提高,农业生产经营主体融资可获得性增加。当前,土地流转信托还面临着土地确权登记进度缓慢、流转风险高等问题。为加快我国土地流转信托发展,提高农业产业化水平,政府部门要加大农村土地确权登记工作,完善土地流转服务体系,提高农民综合保障水平;信托公司要发挥专业优势,提高项目投资吸引力。

The best use of rural land resources is the foundation to promote agricultural modernization and urbanization in China.In recent years, with the support of the local governments, the land circulation trust has been flourishing. With the participation of the trust companies, the land circulation has been standardized gradually, the scale benefit of the land has been rising, the farmers＇ income has been increasing, and the financing availability of agricultural production and operation entities has also been increasing. At present,the land circulation faces some problems that the process of the land approval registration is slow, and there exist high risks in the circulation and so on. To accelerate the development of China＇s land circulation trust and improve the level of agricultural industrialization, the government departments should push the rural land approval registration, perfect the land circulation service system, improve the farmer comprehensive guarantee. Trust companies should take advantage of the professional capability to improve the attraction to the project investment.
