老龄化社会背景下我国体育公共服务供给的缺位与补位——以广场舞为例

Absence and Collaborative Fill of Sports Public Service Supply in the Aging Society: Taking Square Dance as a Case

广场舞案例反映了老龄化社会背景下我国体育公共服务存在盲区。运用文献资料法、案例分析法等研究方法,从体育公共服务的视角解读广场舞案例。研究认为,广场舞案例实质上是老龄化社会背景下体育公共服务供需矛盾关系失衡的表现。政府体育公共服务供给主体角色与职能的缺位,体育公共服务的制度保障缺位,社会体育组织的缺失以及公共场地设施严重短缺等因素是导致广场舞引发矛盾冲突的主要原因。通过政府与社会的协同补位,落实强化政府体育公共服务职能,完善制度保障,壮大公共体育基础设施,培育社会体育组织是弥补体育公共服务供给缺位的有效措施。

Square dance case reflects the blind spots of our country sports public service under the aging society background. This paper,using the methods of documentary and case analysis,from the angle of sports public service,interprets square dance. The study suggests that square dance case is essentially the contradiction of supply and demand of sports public services under the background of aging society. As the supply main body of sports public services,the government＇s absence of roles and functions,the absence of the system guarantee of sports public services,and the serious shortage of social sports organizations and public facilities are the main reasons for the square dance conflict. Through the collaborative fill betw een the government and the society,to carry out and strengthen government＇s sports public service functions,to improve the system guarantee,to strengthen public sports infrastructure,and to cultivate social sports organizations are effective measures to make up for the absence of sports public service supply.
