摘要
商会的发展是我国经济、社会结构深刻变化的产物,我国民间商会在公共治理体系中发挥着提供服务、反映诉求、规范行为的独特功能。然而我国民间商会的功能在现实生活中却存在着履行功能受阻、发挥作用失灵的状况,其原因主要是民间商会在治理体系中角色定位的失当和结构关系失衡。因此,须外调角色、內塑关系,重构与优化结构,实现保功能、促发展之功能目标。
The development of Local Federation of Industry and Commerce （FIC） is the result of profound changes of e- conomic and social structure in China. The FIC plays a unique function on providing services, reflecting the aspirations and regulating behavior. However, in objective situatio, FIC＇s function is obstructed and play no role in the movement. The main reason is the incorrect role and unbalanced relationship in governance system. Therefore, only scientific adjus- ting role and structural relationship, can it achieve the goal of preserving function, promoting development.
