基于全国227个样本的城镇污水处理厂治理全成本分析

Cost analysis of the municipal wastewater treatment plant operation based on 227 samples in China

根据相关法律规定,我国污水处理费征收标准基于污水的治理成本制定,并要求涵盖污水处理厂的治理成本。通过构建全成本分析框架,选取全国的227座污水处理厂为样本,覆盖全国东部、中部、西部地区,分析污水处理厂的建设成本和运行成本,对城镇污水处理厂的治理全成本进行估算,并进行地域、执行标准与治理成本之间对比研究。案例研究表明,我国污水处理厂的治理标准在地区和标准间均存在差异,基于相关结论可为我国污水处理费征收标准改进提出政策建议。

According to the requirements of laws in China ,the wastewater discharge fee should be based on the cost of treatment and should cover the operation cost of wastewater treatment plant operation .Through setting up the whole cost analysis framework ,this paper estimated the whole cost of municipal wastewater treatment plant construction and operation based on the samples of 227 wastewater treatment plants distributed in east part ,middle part and west part of China;in ad‐dition ,a comparative study w as carried out betw een different areas ,executive standards and treat‐ment costs .Case study showed that there was a difference of treatment cost between different areas and executive standards .Some policy suggestions on wastewater discharge fee in China were pro‐posed based on relative conclusions .
