摘要 拍卖理论预测,在满足价值相容和信息显示假设,以及遵守一定竞价规则的条件下,不同拍卖方式产生的标的物价格相同。然而根据特征价格模型、利用搜集的中国49个城市2004年8月31日至2012年8月31日7666块住宅用地的分析显示:土地出让方式与住宅用地价格存在显著的相关性,不同土地出让方式下的住宅用地价格存在显著差异。土地出让过程中存在的腐败和不公平竞争是差异产生的主要原因,需要对地方政府行为、土地管理体制和土地出让机制进行综合的改革以解决现存的问题。 Based on auction theory, the price of the goods would be the same when compatible value and revealed information is satisfied even though it is auctioned by different ways. This article details China's land transfer system, and clarifies the differences among "Bidding, Auction and Listing". Then the housing hedonic price model between the ways of land transfer and land price is respectively set up from three aspects of location factor, neighborhood factor and block factor, mainly by analyzing the micro factors affecting residential land price. At last, this article utilizes 49 cities' cross-section data of residential land and makes an analysis. In the section, the regression result solves the problems: whether there are price differences across auction types or not. and explores why there are price differences. Combining the analysis above, the paper points out there are mainly three aspects in terms of the price differences across different ways of land transfer, namely, the land-based fiscal behavior from the local officials, corrupt motivation in the land market operation, and the land transfer system itself.
