"韬光养晦、有所作为"是我国国际战略方针的核心原则。当代资本主义的新变化、我国和平发展战略机遇期内涵的新变化都要求我们长期坚持"韬光养晦、有所作为"的战略原则,长期坚持该战略原则也是对冲美国全球战略重心东移压力的战略需要,今后一个相当长的时期里,我们应继续坚持以"韬光养晦、有所作为"的战略原则统领我国的外交工作,努力构建合作共赢的新型国际关系,按照亲、诚、惠、容的理念全面推进周边外交,同时坚决维护国家核心利益。

＂Keeping a low profile, and doing something previous unreleased＂ is the core principle of China＇s inter- national strategic policy, because the new changes of contemporary capitalism, and the new connotative changes in the peri- od of the strategic opportunity for China＇s peaceful development demand that we adhere for a long time to this strategic prin- ciple. What is more, adhering to this strategic principle is also the requirement to deal with the pressure arising from the westward shift of the American global strategic focus. In a long run from now on, we are supposed to adopt this principle in China＇s diplomatic work, strive to build a new cooperatively win-win international relations, and improve our neighboring diplomacy with the principle of being sincere, honest, mutually beneficial and compatible while firmly safeguard the core benefits of our state.
