当代中国维稳话语的建构及其反思

On the Construction of Discourse of Stability in Contemporary China and the Relevant Reflections

维稳一直是中国共产党促进社会持续发展的基本策略,但党并不是孤立地提出"稳定是硬任务"的口号。稳定是一个系统工程,它把"以人为本"作为总的指导思想,以统筹兼顾为行动方针,以公平正义为追求目标。只有真正做到这些,社会才会保持长治久安。任何把自己手中的公共权力变为私人权力的做法,必然带来社会的不稳定,最终伤害的只能是人民。

Maintaining stability has always been the basic strategy for the Chinese Communist Party to promote the sustainable development of the society. However ,the Chinese Communist Party does not put forward the notion of ＂stability being a tough mission ＂ separately. Instead, stability is a systematic project, which takes ＂ people-orientedness＂ as the general guiding principle, giving overall consideration to the course of action, and making fairness and justice as the pur- sued goals. Only after all these are achieved will the society maintain a long period of stability. If the public power is trans- formed to be the private power, stability would not be maintained, and this consequence may be sure to hurt the people fi- nally.
