公众参与环境影响评价是环保主管部门对项目环境可行性科学决策的重要依据,由于我国环评中引入公众参与的时间较短,虽然已有长足的发展,但在实际实施过程中还存在诸多问题。对存在的问题进行了研究讨论,从公众参与实施主体的合理确定、制度法律的保障以及内容和程序的完善等方面提出了建议,进一步完善建设项目环境影响评价中公众参与制度。
