对机构改革与"单独二孩"政策遇冷背景下的中国计划生育未来走向进行了探讨。明确指出:中国人口形势已发生根本性变化,应尽快实现由计划生育向家庭计划的历史性转变。实现这一转变的关键是必须解决思想认识问题。而未来数年内中国计划生育面临的主要任务是历史遗留问题处置、计划生育政策调整、基层服务机构合并、基层计划生育人员分流安置与强制性计划生育的退出。
