健全新型农业经营主体是衡阳农业发展的必由之路。当前农村普遍出现了"分有余而统不足"和"农村空心化"等问题,如何再次激活农村活力与实现农业可持续发展问题突显。衡阳是农业大市,构建新型农业经营主体已经成为当前和今后一个时期衡阳现代农业发展重大而紧迫的任务,当前衡阳农业经营主体发展存在一些问题,构建相应的体制与机制是促进衡阳新型农业经营主体发展的核心,为此要改革政府涉农部门的管理体制、创新农业组织制度、加速建立农地经营权有效流转机制、构建农村金融体制机制、加快形成农业多元化服务体系和完善财政支持的政策机制等。

The development of new agricultural business entities is the way of the development of agriculture in Hengyang.After the implementation of the contract responsibility system,the rural areas face the problems of＂more dispersed and less unity＂and the＂hollowed countryside＂.It is a big problem on how to stimulate the vitality of the rural areas again and realize sustainable development of agriculture.Hengyang is a big agricultural city,and it is a very important and urgent task to build a new agricultural business entities and the development of Hengyang modern agriculture in the near future.Currently there are some problems in the development of Hengyang business entities.Therefore,constitute the appropriate system and mechanism is the key to promote a new type of agricultural operation in Hengyang.The government management system related to agricultural departments should be reformed,the agricultural organization system should be innovated and the establishment of effective mechanism for the transfer of agricultural land management rights should be accelerated.The rural financial systematic mechanism should be constructed to accelerate the diversification of agricultural service system and improve the financial support policy mechanisms.
