The Development Stage Division and Function Orientation of Urban Agglomeration

城市群可以概述为空间相邻、经济相依、制度相近、等级相异的一群城市。根据城市群发展过程或建设的难易程度,可以划分为基础设施一体化、公共服务一体化、经济要素一体化和同城化四个发展阶段。城市群作为一个相对独立的经济区域单元,城市群之间和城市群内部大中小城市之间必须有明确的功能定位,大城市应着重发展生产性服务业和高端装备制造业,中等城市应着重发展制造业,小城市定位为特色产业和农业服务业。为切实将一群城市转变为城市群,应转变行政考核机制和行政管理体制,强化城市群主体地位。

Urban agglomeration can be summarized as a group of city of adjacent spaces,economic interdependence,institution close and grade difference. According to the development process and building difficulties,the urban agglomeration can be divided into four stages of infrastructure integration,public service integration,economic factors integration and a city. As a relatively independent economical regional unit,it should have clearly function location among the cities in urban agglomeration,big city should focus on producer service and high level equipment manufacturing industry,middle city should be focus on manufacturing industry,small city should focus on life service industry and agriculture service. In order to transfer a group city to urban agglomeration,the measures should be taken to change the administrative appraisal mechanism,administrative management mechanism and strengthening the subject position of city cluster.
