社会工作介入生态文明建设的可行性分析

Feasibility and Paths of Social Work Intervening in the Construction of Ecological Civilization

改革开放以来,虽然我国经济发展速度比较快,目前国民经济总量跃居世界第二,但代价也比较沉重,其中之一就是生态环境破坏严重。目前,市场与政府在治理生态环境中各有不足,相应会出现市场失灵与政府失灵,而社会工作介入生态环境治理具有自身独特的优势,可以有效弥补二者的缺陷。目前,我国社会工作介入生态文明建设工作既有成功案例,又面临工作者短缺、经费不足、群众认同度低等问题。解决这些问题,需从政府、社区、企业着手分别建立宏观、中观、微观支持,采取个案工作与小组工作的介入模式,社会工作者也要提升自身介入能力,以促进我国经济、社会、环境的协调发展与可持续发展。

Although the economic development speed of China is becoming ever faster since its economic reforming and opening up and the current national economic aggregation has ranked the second in the world,the cost is also heavy and the ecological environment suffers most.This paper first analyzes the feasibility of social work intervening in the construction of ecological civilization.The fact that the market and the government have not done enough in the governance of the ecological environment results in some problems in marketing and gov-erning.The intervention of social work in the management of ecological environment has its own unique advanta-ges,which can effectively compensate for the defects of the two.The paper then analyzes the domestic social work involved in ecological civilization construction of the successful cases and problems.Considering the reality of China,this paper explores the six feasible paths in future social work intervening in the construction of eco-logical civilization to promote the coordinated and sustainable development in Chinaˊs economy,society and en-vironment.
