京津冀现代农业区域协作的战略思考

Strategic Thinking on Modern Agriculture Regional Cooperation in Beijing-Tianjin-Hebei

京津两市的科技、人才和资金要素密集,河北的土地、劳动力和生态资源丰富,三地农业协作兼具禀赋基础和互补优势。近年来,京津冀现代农业对接合作成效明显,但在协作意识、合作创新、资金融通、政策统筹等方面还存在制约瓶颈。进一步加强京津冀现代农业区域协作要从五个方面入手,包括统筹京津冀农业规划、构建跨区域农业链条、打造农业科技价值链、加快市场一体化进程、开展制度和政策创新。

The elements for science and technology, talent and capital of Beijing and Tianjin are dense, and the resources for land, labor, and ecology are rich. It has endowment basis and complementary advantages to modem agriculture regional cooperation in Beijing-Tianjin-Hebei. Beijing-Tianjin-Hebei modem agricultural cooperation has obvious effect in recent years. But on the other hand, there are four restricting factors, including cooperation consciousness, collaborative innovation, capital circulation as well as unified policy. To further strengthen modem agriculture regional cooperation in the planning of Beijing-Tianjin-Hebei agricultural, construction of agricultural science and technology development of the system and policy innovation. Beijing-Tianjin-Hebei, there are five strategies including the formation of trans-regional agricultural chain, the value chain, the rapid advance of market integration.
