高校专利管理机构规范化探究

Research on the standardization of college patent management organizations

目前,我国高校专利管理机构面临着校内科研工作者对专利保护不够重视、职务发明权属模糊影响发明人的积极性、权益分配不合理、缺乏统一健全的专利管理体制、缺少教学机构与模式等突出问题。本文针对这些问题提出了高校专利管理机构规范化的概念,阐述了高校专利管理机构规范化的内涵、核心内容,归纳了建章立制、调整结构、树立信用、重视人才、强化交流等具体措施。

At present,there are some outstanding problems existing in the college patent management organizations in China.These problems include： inadequate attention to patent protection of researchers,inventor initiative reducing by fuzzy rights of service invention,unreasonable equity allocation,deficiency of unified and perfect management system, lacking of teaching institution and mode, and so on.According to the problems above, concept, connotation and core content of standardization for college patent management organizations are proposed and discussed in this paper.In addition, concrete measures including： formulating regulations, adjusting structure, establishing credit, emphasizing talents and strengthening communication are concluded and summarized to realize the standardization of college patent management organizations.
