SOE Reform Situation Analysis

在目前的改革深度上,一方面要通过改革解决存在的问题,另一方面要探索公有制和市场经济最终结合的模式。十八届三中全会把国有企业分成两种类型:公益性的国有企业和竞争性的国有企业。对公益性的国有企业,通过改革加监管,使其成为市场经济中受专门法律约束和监管的特殊企业。对竞争性的国有企业,依托资本市场,发展混合所有制经济,使其成为市场经济中规范的公众公司。剩下的企业,最后都可以找到它与市场经济融合的方式。

Based on the current reform depth, on the one hand, we should solve the existing problems through reform ;on the other hand, we should explore the ultimate combination model of public ownership and market economy. Third Plenary Session of the 18th of the CPC Central Committee has divided SOE into two categories, the welfare state-owned enterprises and competitive state-owned enterprises. For the welfare state-owned enterprises, we should make it a special enterprise constrained by specialized law and regulation in market economy through regulation and reform~ for competitive state-owned enterprises, we should rely on the capital markets, develop mixed-ownership economy, making it a normative public company in market economy. The rest of the enterprises can find ways of economic integration with the market at last.
