Research on the System and Environment of Shanghai's Accelerating Service Development during the "Thirteenth Five-year Planning" Period

＂十三五＂时期上海服务业的发展目标是在新的基础上重塑功能,通过激发创新和创业来实现服务业的稳步发展,并建立强大的服务引领功能。从规模而言,考虑到＂十二五＂上海服务业产值比重基本可完成65%的目标,预计＂十三五＂期间服务业产值比重能够达到68%~70%。为了顺利实现由要素驱动向创新驱动的转型,上海在＂十三五＂期间关键要解决两个问题：一是经济管理体制,如何构建一套与服务经济发展总体要求相适应的经济规制体系;二是人才,如何吸引高素质人才,如何用好用活这些人才,如何为这些人才的发展提供更良好的环境,这是上海未来健康发展的根基。

During the ＂ Thirteenth Five-year Planning＂ period, the objective of Shanghai service development is to remodel functions based on the new features, by stimulating innovation and entrepreneurship to achieve the steady development of the service sector and establish a strong service leading function. From the terms of the scale, given that in the ＂Twelfth Five-year Planning＂ period Shanghai services value share can basically be completed 65 percent of the target, it can be expected that during the ＂Thirteenth Five-year Planning＂ the proportion of the service industry output value takes up 68% to 70%. In order to successfully achieve the transformation from factor-driven to innovation-driven, Shanghai need solve two problems during the ＂ Thirteenth Five-year Planning＂ period, firstly is to construct economic management system which meet the overall requirements of the development of service economyl second is about the talent, how to attract high-quality talent, how to give full play to these talents and how to provide a more favorable environment for the development of these talents, which is the foundation of healthy development of Shanghai＇s future.
