摘要
农村集体土地流转问题一直是理论界和政策层面关注的热点问题之一。由交易费用考察珠海市农村土地不同流转模式,发现以村委会为中介的土地流转模式和以集体资产交易平台为中介的土地流转模式的搜寻成本差别不大,前者的谈判成本较后者低而监督成本较后者高。为了降低交易费用,就需要完善土地流转市场,为供需双方提供畅通的信息沟通渠道,推动土地流转方式的多样化,培育完善的土地市场,建立市场化、多元化的土地流转价格体系等,从而促进农村土地有效有序的流转。
The problem of rural collective land circulation has always been one of the hot topics in theoretical and policy level. Using the theory of transaction cost, this paper compares the transaction cost of different flow patterns of rural land in Zhuhai. The study found that the different flow patterns of rural land with the village committee as the mediation and collective asset trading platform for the mediation are higher, the former negotiation cost was lower than those of the latter, the former supervision cost higher than the latter. In order to reduce the transaction costs, it needs to improve the land circulation market, to provide the smooth information communication channels for both the supply and the demand and promote the diversification of land circulation way, and establish a market--oriented, diversified land circulation price system, etc. , so as to promote rural land efficiently and orderly to circulate.
