The Policy of Zeng Guofan's Recommending Talents with Personal Guarantee During the Period of His Running Military

保举是曾国藩治军过程中激励将士、实现政治目的的措施之一。他使用保举的力度、频率及由此产生的影响力是前无古人的。曾氏以封建的"是非"观、尊重战功、区别对待等原则为其保举的基本规范。曾氏的保举有历时长、涉及对象广、内容丰富、影响深远等特点,而保举太滥、不公、不注重品德也是其明显的教训。

Recommending Talents with Personal Guarantee was one of measures inspiring generals and soldiers and realizing his political aim during the period of his Running Military. The dynamics of his using it, rate and its effect was unprecedented. Zeng Guofan regarded the principals such as the feudal idea between right and wrong,respecting the combat gains and dealing with each case on its merits, as the fundamental regulation for his recommending talents . Taking a long period, involving a large number of targets, constituted its characteristics. But recommending too excessively and partially, not paying attention to quality were obviously its lessons.
