略论长江经济带的崛起与跨区域协调机制创新

Brief Discussion on the Rise of Yangtze Economic Zone and Innovation of Transregional Coordination System

最近十几年来,长江经济带迅速崛起,呈现出"群雄并起"和"多极萌发"的新态势,正在改写着我国区域经济发展的版图,但也遭遇到不少瓶颈制约,受制于"行政区划经济"的严重羁绊,影响了资源要素的优化配置,一些地方比拼优惠政策,"土政策""土围子"比比皆是;科技研发低水平重复;调结构和转方式都是着眼于在自身"一亩三分地",根本问题是缺乏系统性的协调机制。然而,国内学者对长江经济带的研究大都偏重于其经济的发展,而对创建长江经济带协调机制的研究相当零散;西方学者则没有研究我国长江经济带的协调体制机制建设问题。长江经济带的进一步崛起与健康协调发展,最根本的就是要创建跨省市的协调机制。要努力创造协调发展的良好舆论氛围,树立共荣共赢的理念;创新多层次的行政协调机制;充分运用理念引领、战略导向、政策法规、行政协调和行业协会等的巨大作用;借鉴法国"市(镇)联合体"协调模式的有益经验,创建一系列协调机制,包括决策机制、日常协调机制、执行机制、监督机制、专项财政机制和调研咨询机制等,确立交通运输、生态环境、科技研发、战略新兴产业和主要市场等五大重点协调领域。

With the rise of Yangtze economic zone, with the new enterprises appearing rapidly, the whole map of Chinese regional economy is being changed secretly. However, it is restrained by regional economy which has had an effect on optimizing configuration of resources. Also, different regions compete with each other by offering more profitable preferential policy. Lacking innovation in technology research, adjusting structure and changing policy are still based on small range of land. The main problem is lack of systematical coordination. However, local studies mostly emphasize more on the development of economy rather than building a system for Yangtze Economic Zone. Furthermore, western studies haven＇t even started working on such topic. The foundation of steady up-grades for Yangtze Economic Zone is to build up an inter-provincial coordination system. The recommendations are as follows： provide a warm environment for public voice in coordination development and set up a win-win idea around; set up an administration system with multiple levels of combination; take advantage of leading by new ideas, guiding with new strategies and the great influence of government policy, administration coordination and industry association; use the success of municipal corporation in France for reference; build the coordination system including decision, daily coordination, execution, supervision, financial control and research, etc. The 5 main fields for coordination are transportation, ecosystem, technology research, newly arisen industry and main market.
