两岸学界对政治关系制度化的歧见

Different Views on the Institutionalization of Political Relationship Held by the Cross-Strait Educational Circles

由于两岸在政治难题上的分歧,导致两岸关系制度化出现了搁浅的现象。本文分析两岸学界对政治关系制度化的歧见,在此基础上,着重从思维方式上进行考察,认为既有的、常用的、单向的思维方式已经无法解决问题,有必要改变思维方式。两岸应当根据制度化本身的要求,经历确立共同的价值观念(共同理念)、制定规范(行动准则)、建立机构(保障机制)的完整过程,才能形成"固定化模式",完成制度化。本文认为在相当长的时间内,两岸政治关系制度化很难向前推进。

The institutionalization of the cross-Strait relations has in some way come to a deadlock over the political differences on difficult problems between the two sides. This paper makes a detailed analysis of the different opinions held by the cross- Strait educational circles about the institutionalization of political relationship, and on this basis, makes an investigation of them through the mode of thinking, believing that the existing, common and one-way mode of thinking has been unable to solve the problem. Therefore, it is necessary to change the mode of thinking. The two sides should make joint efforts to establish common values （common ideas）, norms （code of conduct） and institutions （security mechanism） according to the requirements of the system itself so that a ＂fixed mode＂ can be formed and institutionalization be fulfilled. However, the paper also argues that it would be very difficult to expect the progress in the institutionalization of the cross-Strait relations within a long period of time.
