“国家尚未统一特殊情况下两岸政治关系安排”之内涵解析

An Analysis of “the Political Relations Arrangement before National Unification”

大陆方面对台政策自"新三段论"出台后,改变了原来的"两岸政治关系是中央与地方关系"的清晰界定,转向重点强调两岸共同维护中国主权与领土的完整。2008年胡锦涛的"12·31讲话"和2012年中共"十八大政治报告"提出两岸应探讨"国家尚未统一特殊情况下的两岸政治关系",并"作出合情合理安排"。本文认为:"国家尚未统一的特殊情况"应指"两岸尚不能就中国中央政府是谁达成一致意见"之特殊情况;"两岸"指的是分别居于台湾海峡两岸的两个政权或政府,但在共商彼此政治关系时不宜突出各自使用的"国号";"两岸政治关系"的关键点是"两岸政治定位",其具体内容应为彼此间的权利义务关系;"合情合理安排"应兼顾大陆方面的"反独"底线与台湾方面的相关关注。

Ever since the issue of the policy of ＂the new syllogism＂ towards Taiwan, the China's Mainland has changed its clear definition, which describes the cross-strait relationship as that between the central govemment and the local one, into the focus on the joint defense of China sovereignty and territorial integrity. Both Hu Jintao＇s speech on Dec31,2008 and the Politi- cal Report of CCF National Congress in 2012 suggest that the two sides should discuss the political relations in the special situa- tion before the unification of our country, and at the same time, make a ＂logical and reasonable arrangement＂. This paper holds that ＂ the special situation before the unification＂ refers to the one in which the two sides can＇t reach consensus on who stands for the Chinese central government now and the ＂two sides＂ means the two regimes or governments between the Taiwan Straits. However, it is not a good idea for each of the two sides to highlight the use of their respective ＂title of the country＂ while consulting their political relations. In fact, the key point of the ＂cross-Strait political relations＂ lies in their ＂political o- rientation＂ whose specific content should include the mutual rights and obligations and ＂the logical and reasonable arrange- ment＂ should take into account both the mainland＇s bottom line of ＂anti-independence＂ and the Taiwan＇s concerns.
