通过对湖北省国有林场债务情况的调查研究,分析了国有林场债务产生的原因,包括林场实施造林项目、进行基础设施建设项目发展产业及欠发职工工资和欠缴社会统筹形成的债务。剖析了国有林杨债务改革发展的影响,提出了妥善化解债务的对策,具体包括:化解债务的方式和资金来源,采取政策核销、国家补助、省级补贴、地方政府托底一次性解决。

Based on the investigation of the state-owned forest farm debt in Hubei province, the paper analyzes the causes of state-owned forest farm debt, the debt its influence on the development of the reform of state-owned forest farm, and puts forward some countermeasures to properly resolve the debt, the way of resolving debt and capital source, can adopt policy to cancel after verification, the state subsidies, subsidies at the provincial level, local government backstops one-time solve.
