2015年我国新型城镇化正式进入实质性落实阶段,国有林场改革也进入了全面改革时期。梳理了我国国有林场发展进程,把改革开放以来我国国有林场发展划分为4个阶段,从生态、碳汇、经济、社会、文化等方面探讨新型城镇化背景下国有林场的功能,提出了国有林场改革发展的策略:保护生态,明确功能定位,坚持公益性改革方向,创新体制机制,合理界定国有林场属性,推进国有林场一二三产业融合。

In 2015, the new type urbanization formally entered implement substantive stage, the reform of state forest farms were also voted into the overhaul period in China. The paper combed the state forestry development, it was divided into four stages since the reform and opening up. Under the background of the new type urbanization, the paper discusses the functions of the state forest farms from ecology, carbon sequestration, economy, society and culture. In the end, the paper puts forward the strategies to the reform and development of the state forest farms, to protect the ecological and clear function orientation, to adhere to the reform direction of public welfare, to innovate system and mechanism, to reasonable definite state forest farms property, to promote state forest farms industrial convergence.
